Luis Farinha

Luís Miguel Pereira Farinha is a Portuguese citizen, born in Lisbon, Portugal, in 1964. He studied Law in the Lisbon Catholic University, and graduate in 1987. In 1989 he completed his training at Correia Moniz Law Office and was admitted, as a full member, of the Portuguese Lawyers Association (Ordem dos Advogados).

Further to his graduation in Law he has completed some courses: post-graduation courses in European Law (1988/1989 – Lisbon Catholic University), in Science of Legislation (2004 – Law Faculty – University of Lisbon) and in Administrative Property Law  (2019/2020 – Law Faculty – University of Lisbon), and specialization courses, namely, the National Defence Course (2005/2006 – National Defence Institute), the Advanced Course of Public Management (2008 – National Administration Institute) and the Advanced Program of Management and Leadership (2016 – ISCTE Executive Education).

Luís Farinha has also attended several training courses in the areas of Public Administration, Social Security, Management, Community Law, Civil Law, Commercial Law, Administrative Law, Data Protection and Road Law.

He has worked as a Lawyer since Graduation and has practised in different matters, namely; Property Law, Civil Law, Commercial Law, Administrative Law, Road Law, Territorial Management and Environmental Law. His professional activities include litigation, contract drafting, legal advice (opinions) and drafting legislation. Further to completing his training as a Lawyer, he worked for Neville de Rougemont & Associates – Law Offices, from 1990 to 1994, in London, Lagos and Lisbon, for the Coordination Commission of Lisbon and Tagus Valley (1991-1993), in the Litigation Department of Bank de Fomento e Exterior, S.A and Bank BPI, S.A., form 1993 to 1999. In December 1999 he was admitted at the Instituto de Estradas de Portugal, now Infraestruturas de Portugal, S.A., for whom he has been working since then.

On different occasions Luís Miguel Pereira Farinha has also been a full-time adviser for several Cabinet Members, the Social Security Secretary of State (1994/1995), the Minister of Agriculture (2002/2005) and the Minister for Internal Affairs (2011/2014). From 2007 up to 2010 he was the Vice President of the National Authority for Road Safety, the Portuguese special agency for road safety matters.

He has also developed activity as a Trainer on ​​Administrative Law and Road Law matters.

Luís Miguel Pereira Farinha has also published published several articles in technical and scientific journals and taken part, as a speaker, in conferences and seminars regarding Public Administration, Administrative Law, Road Administration, Road Safety and History matters.

ADAPTING ROAD LAW TO NEW MOBILITY TRENDS

Setting up new rules requires a deep knowledge of the reality being addressed; legislators need to understand what is subjacent to their work in order to have a broad view and clear understanding of the different possible approaches, especially of those that are truly viable, sustainable and achievable.
